Unless a combat includes a friendly character with an equal or higher Leadership, a Kastellan must always issue and accept challenges. If the unit has no Kastellan, then a Blood Knight may be nominated to answer a challenge, just like a unit champion (though as he is not actually a character, he may not issue challenges).
